Can I remove all pages?

No. A PDF must contain at least one page, so the tool blocks selections that would empty the document.

Are my files uploaded?

No. The new PDF is assembled with pdf-lib in your browser.

Usually yes — the removed pages' content is not carried into the new file. How much you save depends on what those pages contained.
